Allegation of molestation against DRC, Govt transfers the victim
ITANAGAR, Jun 14: A senior staff member of the Arunachal Bhavan, Kolkata was allegedly molested by Deputy Resident Commissioner (DRC) Subhasish Sengupta of the Bhavan at his residence on May 29. Based on the complaint of the victim, a case has been registered against DRC on molestation charges at Bidhannagar North Police Station on May 31.
According to sources, the officer allegedly summoned the woman to his residence on pretext of some official work in the morning of May 29 and tried to molest her.
"I was preparing to go to Church when I got a message from the DRC. When I called him, the officer summoned me to his apartment. I thought there must be some urgent official work since there was a high profile visitor. Therefore, without a second thought, I went to his apartment," the lady says while narrating how the officer summoned her on the pretext of some official work and tried to molest.
According to media report, when she entered his room, the officer allegedly pounced on her. When she protested, he warned her of dire consequences. The traumatized lady finally managed to lodge a complaint with Bidhannagar North police station on May 31.
It seems that instead of taking action against the officer in question, the Govt transferred the lady to Itanagar. The officer had already threatened that she would be transferred within seven days. She got her transfer order to Itanagar on June 10.
The lady says that she is reluctant to come to Itanagar since no action has been initiated against the officer even though FIR has been lodged against him.
Sengupta is currently absconding but said to be in Kolkata. He did not respond to calls.
The Bidhannagar Police has already written to the Chief secretary's office for details on Sengupta after he refused to report to the police.
Meanwhile, Chief Minister Kalikho Pul said that , "I understand that an FIR has been lodged against the officer on molestation charges. We will ensure that justice is delivered and if the accused is found guilty, he should be dealt with strictly and punished as per law.
The Chief Minister assured that the State government will follow the case closely and has ordered a governmental enquiry into the matter by Joint Secretary (Home) AK Singh, in addition to the investigation being done by the Kolkata Police.
Strict disciplinary action will be taken based on the outcome of the enquiry report, Pul added. There has been reports that officer in question is a close friend of the Chief Minister.
World Blood Donor Day observed
No one should die for want of blood: Governor
ITANAGAR, Jun 14: Governor of Arunachal Pradesh JP Rajkhowa said that no one should die for want of blood in this Himalayan State.
Expressing his happiness that National AIDS Control Organisation (NACO) and National Blood Transfusion Council (NBTC) have selected Arunachal Pradesh to felicitate in recognition of steps to popularise voluntary blood donation, Rajkhowa, in a message, praised the donors, particularly, Arunachal Vivekananda Youth Shakti (AVYS) founder Ramesh Jeke and its 300 young volunteers, for this achievement.
The state still falls short of blood as annual average collection is about 5,000 units against a requirement of 10,000 units, the Governor said and exhorted the volunteers of AVYS, affiliated to Federations of India Blood Donor Organisation (FIBDO), to continue their mission with renewed vigour so that none dies for want of blood in this Himalayan state.
Terming Jeke's presentation emotional, RKM Hospital secretary Swami Vishweshananda in his address at a function at Vivekananda Hall of RK Mission, lauded AVYS for giving a new momentum to blood donation for which national leader are asking others to learn from Arunachal Pradesh.
"Practice what you learn truly in life to continue to learn and benefit. Serving patients in western country has become a new trend," he said adding, blood component separation unit has been acquired by RKMH gifted by Infosys Ltd, which would be operational after license is given.
Saluting the blood donors, Family Welfare Director Dr M Lego said blood is urgently needed today not only for operations but due to increasing accidents to save life. This is blood donors are justifying the theme 'Blood connects us all' and slogan 'Share life, donate blood'. He also appealed to all to donate blood voluntarily.
Jeke, who has donated 35 times blood himself, after his thought provoking address to motivate people to donate blood, gave a brief presentation on the activities of AVYS. He enlisted the benefits of blood donation and the divine pleasure one gets after donation.
The state need 15,000 units of blood annually against collection of 5,000 units, he said and made a fervent appeal to donate blood.
World Blood Donor Day is celebrated every year on the day of birth anniversary of Dr Karlo Lendsteiner. Born on June 14, he discovered blood grouping system giving a new definition to life. His birthday is celebrated to salute the unsung heroes who save lives by donating their blood, Dr Budh said.
State Health Commissioner Hage Kojeen and Arunachal Pradesh Aids Control Society (APSACS) Project Director Dr Riken Rina received award of excellence from Union Health Minister J P Nadha at a function at RLH, he said.
Many blood banks with the help of NHM would be operational this year and soon Arunachal would become the most sought after state in India, Dr Budh added.
Lauding the young blood donors, senior journalist Pradeep Kumar said “today's achievement is a step forward but the day young Arunachalees reflect their capabilities, many more records would embrace the state. He exhorted the GenNext to realise their capacities and work for nation building to serve the humanity.
Blood recipients Tagiong Yana, who had received O-ve unit and Joba Gogoi, who received 7 units A+ve, arranged by Jeke, extended their gratitude to AVYS for keeping them alive.
Few blood donors and motivators were felicitated in recognition of their humanitarian contributions.
Earlier in the morning, around 500 young men and women took out a procession holding placards and banners reading “Donate blood, save live”, "Give blood share happiness,” and “Today is Blood Donor Day' in the main thoroughfare of this capital city.
Flagged off and led by RKM Hospital secretary Swami Vishweshananda, the students of RKM School of Nursing, Arunachal Pradesh State School of Nursing, NE Nursing College of Health Science and Itanagar VKV, along with State Blood Transfusion Council (SBTC) Deputy Director Dr Nabam Budh, Arunachal Vivekananda Yuva Shakti (AVYS) adviser Pradeep Kumar, nursing tutors Ch Nivarani Devi, Maisnam Sharmila, Millo Dimin and Lily Kullo Lollen conducted the rally drawing attention of thousands of onlookers.
Moreover, doctors and blood donors took part in a walkathon from New Delhi's India Gate to RML Hospital to mark the 12th Blood Donors’ day.
East Kameng shines, Tirap lags behind

ITANAGAR, Jun 14: With pass percentage of 96 per cent, the students of East Kameng district have topped this year’s CBSE class X exam in Arunachal Pradesh. They are followed by Tawang (84%), Dibang Valley (83%) and Lower Dibang Valley (72%). On the other hand Tirap district performed worst with pass percentage of just 33% followed by Anjaw (38%), Kurung Kumey (39%) and West Kameng(43%). Interestingly, Anjaw is the home district of Chief Minister Kalikho Pul.
The exceptional performance of the students of East Kameng is an eye opener for the rest of the state. Once considered to be the most backward district and given the tag of ‘difficult’ place, the performance of students of the district is an inspiring story.
Regarding the overall performance, the students of western Arunachal has out-performed their peers from eastern region. The pass percentage in eastern Arunachal is quite poor. Even comparatively better developed district like East Siang has pass percentage of 53%, which is low as district headquarter Pasighat is supposed to be the education hub of state.
Performance of the students of Lohit, Changlang and Upper Siang districts is also below average. It is to be noted that as per government data, districts like Anjaw, Lohit and Namsai have highest drug addict among the youths. They are facing serious drug problem. Opium addiction among the youths is rampant in these districts. Other districts like Upper Siang, Tirap, Changlang and Longding are also battling drug issue. It is early to make conclusion but definitely there seems to be some connection between poor performance of students and opium addiction. Government of Arunachal needs to address this issue genuinely. Generation of youths is destroying their lives due to drug addiction in the large part of eastern Arunachal. Also considering the fact that Tirap district is home to two of the best residential schools of state namely, Rama Krishna Mission, Deomali and Sharada Mission, Khonsa, the poor performance of students should worry the authorities. Education Minister Wangling Lowangdong who represents Tirap district in the present government has big task ahead of him.
NWS rejects NES’s ultimatum to state Govt, says audio clip is doctored

ITANAGAR, Jun 14: Coming to the rescue of the state government, Nyishi Welfare Society (NWS) has rejected the ultimatum served to the state government by Nyishi Elite Society (NES) on the infamous audio clip case claiming that it is doctored.
Addressing the media persons at Press Club on Tuesday, NWS president Bengia Augung claimed that the audio clip is doctored and asked NES to refrain from making such statement saying that the case is already in the court.
“It would be contempt of court. You might get arrested,” he said claiming that the person heard speaking in the audio clip is not Chief Minister Kalikho Pul and that it has been doctored.
He claimed that NES is working on the behest of certain individual and not for the welfare of the community.
“What has NES done for Pakke Kessang till now which is devoid of any developmental activities despite being a CO headquarters since 1990s? With no electricity, the officials have to work in the light of a candle,” he said.
Taking the Heri Tai incident of 2011, NWS blamed NES of taking the youths in the wrong path.
“How many more youths do you want to sacrifice to glorify the community?” Augung questioned.
Nabam Tarin, spokesperson, opined that NES should take consensus of the whole community for an issue as sensitive as this.
“NES should conduct an extended general body meeting for a consensus decision from the whole community on the issue. The decision cannot be taken by just few people,” he said urging NES to withdraw their statement.
Convener, NWS Kipa Robniang criticized NES for working for just few people.
“It can never be the platform for the whole community. The word ‘elite’ explains it all,” he mocked.
Strengthen state’s educational institutes: Governor
ITANAGAR, Jun 14: Arunachal Pradesh Governor, JP Rajkhowa has emphasized strengthening of the state’s higher education institutes like Rajiv Gandhi University (RGU), Rono Hills, Doimukh for the progress of the state.
Interacting with students’ and employees’ representatives of the RGU at Raj Bhavan, here on Tuesday, the Governor said all efforts must be there to ensure that conducive environment for learning prevails in the University Campus for the students and faculty members. There must be infrastructural support from all including state and central governments. Onus is also on the University fraternity to facilitate its growth and augmentation, the Governor, who is the Chief Rector of the Rajiv Gandhi University, pointed.
The Governor, while acknowledging RGU as one of the major centres for research and developmental activities covering multidisciplinary and emerging areas of knowledge in the North Eastern region, stressed that it must have good road connectivity. When roads are good, people from different parts of India and abroad, will come, which will be immensely beneficial for the students, faculty and for the people of the state, he added. He further advised the PWD officials to ensure that roads and side drains are maintained.
On being informed that there is no lighting system on the 2.5 km road from Doimukh to RGU, the Governor suggested that a project may be submitted for lighting system to the North Eastern Council through the state government. He pointed that RGU caters students from different states of the North Eastern Region and at the same time, many people from different parts of the country, particularly from NE region are employed there. Therefore, the NEC must consider funding the project, which will benefit people from the region. He added that it must be submitted on top priority.
Earlier, the Chief Engineer (PWD) Western Zone, Nani Tatung and Chief Engineer (Electrical) Western Zone, Jumtum Tato briefed the Governor on the status of roads and electrical power in and around the University campus. (PRO to Governor)
AAPSU alleges some private institutes of misleading students
ITANAGAR, June 14: Alleging that some private colleges and Universities giving misleading advertisements promising free education outside the state, the All Arunachal Pradesh Students' Union (AAPSU) has in a release on Tuesday appealed to the parents and students not to get carried away by such ads.
The Union claimed that both the Union and the Director of Social Justice Empowerment & Tribal Affairs have received repeated complaints from the students about such educational institutes. ‘The students and parents have to understand that scholarship programme is for every APST candidate who qualifies in the prescribed criteria of the department. No particular college is entitled for scholarship. Students from any college across the country can apply,’ it stated.
While claiming that some institutes like ITFT College Chandigarh, Vidyajyoti Group of Institutions and others are falsely claiming to be in collaboration with the department of Social Justice Empowerment & Tribal Affairs, the Union urged such institutes to desist from misleading the students.
East Kameng DC reviews power scenario
SEPPA, Jun 14: East Kameng Deputy Commissioner Rajeev Takuk in a meeting with the power and hydropower departments reviewed the overall power scenario in the district in general and Seppa in particular.
He enquired about the total installed capacity of the mini hydroelectric plants, actual generation of power, ongoing mini hydel projects, revenue generation, and reason for the erratic power supply and its immediate remedial measures in the district.
He enquired about the total requirement of power of Seppa, current sources of power, actual quantity of power receiving and its coverage area and also enquired about the power sources of other areas, those which are not catered through Khuppi HEP and Pacha hydel and the numbers of functional hydel plants.
Directing the concern departments to frame an estimate for complete overhaul of Pacha hydel, Seppa, he assured to provide all necessary helps and assistance. He informed that he has endorsed necessary directive and financial assistance for immediate procurement and restoration of CT machine for the Pacha hydel.
For better and longevity of E&M section of the hydel, he has directed the department concerned to devise an innovative plan keeping provision of load shedding schedule.
Meanwhile, during briefing, the power department has reacted strongly against the report on power crisis published recently in local daily. Proclaiming the report as false and misleading, the department has made an appeal to the people to refrain from lodging false allegation without having any evidence to substantiate. It has informed further that from May 20 to June 9, 2016 there was total five days of power breakdown that also has occurred intermittently. Asserting further, as a way to remind the people, it has informed about the recent visits of MoS (Home), CM and RWD minister to Seppa during which there was continuous supply of power.
Further, substantiating its claim, it has informed that the people can come and clear their doubts from the power distribution log book of the department. Informing further that the department is adopting all possible means to provide continuous power supply, it has urged the people to cooperate and understand the causes of power failure.
The main causes of power breakdown are primarily snapping of transmission line from Khuppi due to TAH construction and damage of CT machine of Pacha hydel. DIPRO
Malaria cases decrease
Roing, Jun 14: Lower Dibang Valley District Vector Borne Disease Control Officer, Dr. Nangkong Yirang has informed that the malaria cases have decreased remarkably in the district since last two to three years.
He was speaking at a rally organized by District Vector Borne Disease Control Society, Lower Dibang Valley to create public awareness on prevention of malaria and other vector borne diseases in the district on Tuesday as part of the month long Anti-Malaria campaign.
“We cannot give a chance to malaria emerge again in the district”, he added.
Speaking on the main preventive measures, he called on all to prevent oneself from mosquito bite and breeding of mosquitoes around houses and keep the surroundings clean.
While participating in the rally, DMO in-charge, Dr S J Mitapo also informed that the decrease in the malaria cases is due to untiring efforts from the department of health with the support of general administration and active participation from all sections of the society through behaviour changes and feeling of ownership in fight against the Malaria.
At ZIRO, the observation of Anti-Malaria month commenced on Tuesday in the conference hall of the General Hospital, Ziro.
Addressing the senior doctors, nurses, ASHAs and paramedical staffs, Lower Subansiri, Deputy Commissioner cum Chairman District Health Society, Kemo Lollen called for a collective effort from the entire medical fraternity to reduce diseases and ensure a healthy society. “The visits of the medical team to rural villages had been an event of festivity in earlier days, let’s affirm today to regain that glory,” he added. The DC further advised the paramedical staffs engaged in the spraying and distribution of insecticide nets to ensure that catchment areas are covered.
The DC informed that the PHCs and CHCs in Raga and Ziro-I block which he visited recently were in poor condition without proper water and electricity connections. Few newly constructed CHCs and other infrastructures were below standards and not handed over to the Medical Department. Taking serious note of such cases, DC Lollen warned the contractors and other officials involved and directed them to initiate corrective measures immediately. He also directed the ADCs of Raga and Yachuli to visit the CHCs and PHCs in their jurisdiction and take stock of the facilities.
DMO, Dr. Moli Riba informed that Ziro-I is almost malaria free owing to its cold climatic conditions. But foothill regions of the district like Yazali, Dollunghmukh, Boasimla and Tamen have recorded malaria patients, he said and requested the District Programme Officer for Vector Borne Diseases to concentrate on the distribution of long lasting insecticide nets to these regions.
Terming the AHSAs as the backbone of rural health care system, the DMO said that they have immensely contributed in providing the necessary data required for planning policies and programmes for rural health. They can again assist in curbing malaria by educating people how to reduce the mosquito sources.
ZPM Nitti, Tilling Sambyo suggested for proper drainage system and proper waste disposal to prevent water clogging, which becomes the breeding ground for the mosquitoes.
DPO, DVBDCP, Dr. Kuru Tama, gave a presentation on the status of the vector borne diseases in the district. According to the epidemiological data from 2011 to 2015, no deaths from malaria have been recorded in the district, he said.
A total of 44600 of Long Lasting Insecticides Nets (LLIN) have been distributed in the district since January 2016. Camps were organised in Dollunghmukh, Boasimla and Yazali to educate about malaria control and LLINs distributed. Flames of destruction

A power cut, an urgent clanging of bells, the deep growl of a heavy engine starting up, sirens blaring and then fading away into the distance, followed by a rush of motorists, bikers and spectators towards a general direction. To me this sequence of events signifies that somewhere there is a fire accident happening. This is a sequence of events that is so often repeated that I have got used to it and often overlook the severity of the incident and think that it is ‘just another fire accident’. But fire accidents, be it big or small, destroy not just property but dreams and aspirations of the victims and the families that have worked hard and saved to build a home and fill it with valued possessions and memories.
If it is in the evening or night time, an orange glow with embers flying and a plume of smoke reaching high in the sky is seen. Sometimes it is accompanied by loud bangs of LPG cylinder blast, followed by an even brighter glow. If it occurs during the daytime, thick black smoke that can be seen from miles away pinpoints the location of the fire accident. Visiting the aftermath of a fire accident is not a pleasant sight. You see downcast and desolate families trying to salvage what they can from the embers of devastation, sifting through the ashes and going through twisted metal, burnt utensils, in some instances even burnt carcass of livestock. All the property and possessions accumulated over a long period of time and with hard work, gone up in smoke in a couple of minutes.
Daporijo, the Headquarter of Upper Subansiri district, witnesses many fires accidents each year. In the year 2015 and till May 2016, there have been about 50 major and minor fire accidents in the district with about 14 of them occurring within Daporijo town itself at Sigin Colony, Teacher Colony, Lidu Colony, Tanium Puttu, Gandhi Market, DST Colony, Tigri Colony, PI Colony etc. Other reports of fire accident have come in from Gusar, Chetam, Dumporijo, Daporijo, Payeng, Baririjo, Gepen and Giba circles. Numerous families have been affected with many victims losing all their possessions and lakhs in property damaged.
Although it has been difficult to pinpoint the actual cause of the fire in many instances, it has been noticed that fire accidents in Daporijo mainly start from Kutcha rental structures with 3 or more families occupying as many rooms. These long substandard structures are built with bamboo and have thatched roofs with faulty wiring and are very close together in very small areas and have become fire hazards. Be it the negligence of the people or electrical short circuit, fire causes devastation in all the cases.
District Disaster Management Officer, Upper Subansiri Mr. Lobsang cites substandard structures made of bamboo and thatch and lack of space/ distance between houses as reasons for the occurrence of fire accidents and its rapid spread leading to larger accidents and bigger loses. The Disaster Management department in collaboration with the fire department has been creating awareness through regular public announcements, awareness camps in colonies and special demonstration cum awareness programmes on the Republic day and Independence Day, but instances of fire accidents have not decreased drastically.
There have been many notices and executive orders passed over the years, that were issued to implement measures that would help in the reduction of fire accidents like orders for all thatched roofs to be replaced with CGI sheets, colony roads to be widened for easier access by fire tender trucks, pleas for people not to use cheap flexible wires to wire their houses, installation of meter boxes instead of illegal tapping etc. But little has changed as people prefer to stay in towns instead of villages and with it creating a demand for cheap rented accommodation and crowding an area already starved for space.
The recent years has seen a mushrooming of buildings and also kutcha structures in Daporijo with wide open spaces shrinking. Many Government quarters and private residences have roofs not a feet apart from each other with local style kitchens constructed of bamboo adjoining most of the houses, which poses a great risk in case of a fire accident. Space being at a premium here, most building codes and rules are thrown out of the window in order to accommodate more family members.
Ultimately the most important factor in reducing the number of fire accidents can be the realisation of the dangers and gravity of uncontrolled fire and precautionary measures taken up voluntarily by the people. If we are careful then we can lessen and limit the instances and severity of fire accidents, although we cannot completely stop them from occurring. (The author is DIPRO, Upper Subansiri)
Arrest the killers: ACR
ITANAGAR, Jun 14: Stating that the Magisterial Inquiry on Tawang police firing of May 2 has clearly revealed that the police in uniform have violated the Standard Operating Procedures (SOP), the Arunachal Citizens’ Right has demanded that the killers should be immediately arrested without any further delay.
While criticizing the state govt’s action based on the magisterial inquiry report, ACR said, state government’s transfer, posting including suspension and revocation of public servant is nothing but routine practice and is not accountable to delivery of justice to the victims.
Exemplary punishment should be given to the police responsible for loss of two lives, ACR added.
Mission clean IG Park
ITANAGAR, Jun 14: With a mission to keep IG Park clean the Itanagar police has started to make surprise raid in order to apprehend those who are dirtying the lone park of Itanagar.
Since yesterday team of police under the leadership of SPDO Itanagar Techi Hanyir conducted raid and caught 19 youths along with beer bottles. These youths were drinking beer in the park.
Riga school scores Zero, Forum blames Govt
ITANAGAR, Jun 14: The Siang Peoples’ Forum (SPF) has blamed the government for dismal performance of Government Secondary School (GSS), Riga of Siang district which saw zero percentage in the recently declared Class-X (AISSE) examination.
Main reason for such failure was due to mass transfer of subject teachers in the midst of the academic session by the then Govt, under the leadership of Former Education Minister Tapang Taloh in the name of streamlining of education system. It alleged that he politically targeted teachers who did not vote for him in its representation to the Governor demanding inquiry into the whole episode.
Riga Secondary School is a feeder school to seven major villages namely Riga, Pangkang Jorkong, Pangkang Kumku, Sitang, Dite Dime, Parong and Kinne village under Siang district. Due to lack of Govt’s attention and timely intervention, students community has been the ultimate victim, its representation read as it sought adequate compensation for the students on account of being deprived of the teachers.
The forum further requested for posting of adequate subject teachers/staff in the school within one month.
‘Provide job to eligible member of land donor’
ITANAGAR, Jun 14: The Gumto Circle People’s Forum, in a memorandum, has appealed to the Education Minister to provide a permanent job in Gumto JNV to an eligible member of the family, who has donated land for the school.
The memorandum, which was submitted to the Education Minister during his visit to the school on Monday, further urged the minister to appoint qualified persons from Gumto and adjacent villages in group C and D posts in the school.
The Forum also urged him to shift the school from the present location (Doimukh) to its permanent campus at Gumto and start new academic session from the current year and to award the work for construction of link road and water supply to the land donors.
While highlighting the lack of sufficient infrastructure in various schools of Gumto circle, including Emchi Middle School, Gumto Middle School, Denka Middle School and Bogoli Primary school, the Forum appealed to the Minister to give special attention to these schools of Gumto circle and provide fund for construction of teacher quarter, extension of classrooms, erection of boundary walls etc.
It is pertinent to mention here that the Education Minister, while addressing gathering during his visit to the school on Monday, assured to look into the demands.
‘Release pending salaries’
ITANAGAR, Jun 14: Claiming that the PWD, Anini has released only three months’ salary of casual workers engaged under AE Division, Anini and Etalin, instead of 12 months, the All Arunachal Pradesh Workers’ Union (AAPWU), Dibang Valley district unit has in a letter to the PWD Chief Engineer (Eastern Zone) on Tuesday, appealed him to release the pending wages at the earliest.
The Union said that it has earlier submitted a memorandum to the PWD CE (Eastern zone) seeking release of pending 12 months salaries but the concerned department paid wages for only 3 months.
Do not appoint waitlisted candidates: Forum
ITANAGAR, Jun 14: The Arunachal Civil Engineers’ Aspirant Forum (ACEAF) has in a letter to the Superintending Engineer, Department of Hydropower Development on Tuesday, appealed to him not to appoint waitlisted candidates for the post of Junior Engineer (Civil).
The Forum has alleged Department of Hydropower Development of violating the verdict of the Supreme Court and the department’s recruitment rules by appointing 9 candidates for the post of JE when there was only 6 posts advertised comprising of (4 APST, 1 General and 1 sports quota).
Retain Bajum Taba as DFO:GSU
ITANAGAR, Jun 14: Galo Students’ Union (GSU) has appealed to the Chief Minister to retain Bajum Taba as the DFO of Likabali Forest division
Lamenting the sudden and premature transfer of the DFO, GSU in a release stated that Taba was the first local officer posted in the area, who has been successful in solving various petty disputes along the inter-state boundary area through his peaceful approach and initiative with his Assam counterpart.
The area under Likabali Forest Division comprising Kangku circle and Dipa area is strategically located along the Arunachal- Assam boundary and is a sensitive area.

An efficient local officer like Taba, who understands the sentiments of the local populace and is an able administrator should be made to hold such post in a sensitive boundary area like Likabali, GSU reasoned, and appealed to the Chief Minister to take due consideration of the genuine demands of the locals of Likabali area and retain Taba as DFO of Likabali.
Governor congratulates martial art team
ITANAGAR, Jun 14: Governor JP Rajkhowa congratulated the Arunachal Pradesh Tenshinkan Shotokan-Ryu Karate –Do Association team for its spectacular performance in the 16th Tenshinkan Shotokan Karate Championship held in Nainital, Uttarakhand.
Rajkhowa delighted by the Shotokan Tenshinkan Karate team’s spirited performance exhorted the sportspersons of the State to aim high and put in more efforts to win more glory for the state and the country as well.
He has also congratulated chief instructor of the association, Sensei Tai Hipik, who led the team, for guiding the team to success.
The team won 11 medals, including eight gold in the championship, which was held in Nainital, Uttarakhand .
Guv mourns death of Lt. Col. in road accident
Meanwhile, the Governor expressed grief and shock over death of Lt. Col. Pankaj Chauhan in a road accident near Laimekuri, Assam on Monday.
Lt Col. Chauhan of 218 Medium Regiment was stationed at Likabali, West Siang district.

Legal awareness camp at Zemithang
ITANAGAR, Jun 14: A legal awareness camp was organized at Zemithang under Lumla sub-division by District Legal Services Authority, Tawang. The team was led by Tailang Laji, JMFC cum Civil Judge (Junior Division) who is also the Member Secretary of DLSA, Tawang. The camp saw participation from govt. officers, PRI members, GBs, youth leaders, ASHAs, Anganwadi workers and general public.
The topic covered during training included Access to Justice for All under Legal Services Authority Act 1987, Constitutional Rights, Domestic Violence against Women, Power and Functions of Village Authority under Assam Frontier (Administration of Justice) Regulation Act 1945, Arunachal Pradesh Victim Compensation Scheme 2011, Lok Adalat, Right to Information Act, Motor Vehicle Act, Child Rights, Legal Aid Clinic and Para Legal Volunteer Scheme, Criminal Justice Proceedings and POCSO Act.

Cooperative society pays bonus to shareholders

PASIGHAT, Jun 14: M/s Mirmir Multipurpose Cooperative Society Ltd., Pasighat in a meeting held on June 12 last paid bonus to its shareholders including government dividend, informed an official press release.
An amount of Rs.72,738 was paid to its 206 shareholders, as per approval made in the last annual general meeting held on April 24. It also enhanced its share amount from Rs.50 to Rs.1000 and above per head and collecting the revised amount.
The meeting also discussed on business improvement of the Cooperative Society, wherein Mirku village Gaon Burah, Ongin Gao, Cooperative Society, Secretary, Nonggan Rukbo, executive member, Gandhi Darin shared their suggestions and urged shareholders to pay better contribution.
IGNOU study centre opens at Pongchau
ITANAGAR, Jun 14: Indira Gandhi National Open University (IGNOU), Regional Centre, Itanagar activated one more regular Study Centre at Govt. Higher Secondary School, Pongchau in Longding district on June 8.
For now, BPP, BA, BTS, DTS and B. Com programmes have been activated in the centre.
Longding ADC M. Loyi, who inaugurated the centre, stated that IGNOU is the only University that can reach to the remotest places to impart higher education with its mission “To reach the unreached one” bringing higher education to people’s doorsteps.
IGNOU has been rendering yeomen services to the economically poor people of far flung areas in acquiring higher education through distance mode, he said, and appealed to one and all for their mass participation in acquiring higher education through IGNOU.
DDSE Mongol Taki stressed on quality education and expressed his happiness over the opening of IGNOU regular Study Centre in the border district like Longding where accessibility to higher education is not yet taken place.
Nada Tado, Assistant Registrar, IGNOU Regional Centre, briefed the local people about IGNOU and its role in imparting higher education in the State.
Present on the occasion, among others, were Academic Associate, IGNOU Regional Centre, Itanagar, Techi Yami, Circle Officer Pongchau Yutan Suyang, Principal, Govt. Hr. Sec. School, Ponchau Namkin Gamro, Gaon Burrahs and public leaders.

New frontier
For the first Chinese incursion has been reported from East Kameng district. As per the report in national media about 250 China’s Peoples Liberation Army soldiers entered district around four days ago. The local administration seems to have no idea and has been caught completely off guard. This is for the first time that incursion has been reported in this sector. Earlier most of the Chinese action has been concentrated in Tawang sector and occasionally in Mechuka and Anjaw area.
Even though China claims whole of Arunachal Pradesh as part of south China but they have mostly concentrated their activities in Tawang sector. Chinese have most of the time refrained from any kind of adventurous activities in other districts. In Tawang they see cultural and religious link with Tibet. Also the 6th Dalai Lama was born in Tawang and therefore Chinese regard it as part of Tibet. By entering into Indian Territory in East Kameng district for the first time, the Chinese has opened a new frontier. For long both central and state government has only given importance to Tawang, Mechuka and Anjaw. These sectors are heavily militarized and can withstand any Chinese attacks. But other districts which shares international boundary with China like East Kameng, Upper Siang, Dibang Valley, Upper Subansiri, Kurung Kumey have minimal presence of security personnel. Infact in East Kameng district there is not a single army division or ITBP battalion stationed. Government of India needs to take note of this new tactic adopted by the China. They are going beyond Tawang and have started targeting almost every parts of Arunachal. The East Kameng incident should be a wakeup call for India before it’s too late.

Dear Editor,
According to a news item “CM seeks proposal for infrastructure creation” published on June 14, Chief Minister did a great job by asking school head master to send a renovation report for school. But what about other schools of Arunachal Pradesh? Have you seen any other school other than the stated one?
As a common man, it is my duty to make you aware of the real problem that has been in the state since the first CM P K Thungon. Education budget has not been increased whereas the need of the day is that at least 15? of state budget need to be spent to create more colleges, new schools and different school for boys and girls, new university as the present one is suffering from lack of seats and equipments.

Dear Editor,
This is in response to the news item Naharlagun Police arrests 30, starts Operation
Clean-
The parents of these young guys are more responsible for this situation. Now they will run behind local leaders for bail petition and hold the police responsible for their own mistakes. At least they should ask their children reason for coming home late in the night and whether they are attending schools and colleges regularly or not. One can easily notice a guy using drugs/alcohol just by looking at them then why these parents fail to notice their children using drugs/alcohol?
Hats off to the police team and expect same action in the days to come.

Police should adopt zero tolerance policy for people selling drugs throughout the capital complex. Bar should be banned completely. it’s of no use in any form rather it will spoil everyone and crimes will grow further.
Very well done, SDPO J.Basar. At least you have started the cleansing, such laudable action is the need of hour, to save our youngsters from their misguided path. At the same time much co operation is needed from parents and guardians of such youths.

An open letter to CM
Dear Editor,
Every Govt colleges in our state are running with inadequate teaching faculties which trouble the students in particular and parents as well. One such fine example is Govt Jawaharlal Nehru College, Pasighat, oldest college of the state established way back in 1964, but wherein PG section are extremely in need of teachers.
Here it has been witnessed that even a single teacher for PG section has not been recruited so far by the Govt of Arunachal Pradesh even though Post graduate courses are being offered since 2011. Few teachers who were appointed for under graduate courses are voluntarily teaching the PG students without any incentives. Teachers may be recruited to the department of Geography, Hindi and History to teach the PG students.
